Defined legal service
Tender support and Prozorro procurement
Legal assistance for a public-procurement bidder: tender conditions, the legal part of a bid, rejection decisions and contract review. Electronic-tender support here concerns Prozorro procurement.
The problem you need to resolve
- you plan to bid and need to assess tender requirements
- your bid was rejected or you have concerns about an award or contract
What you receive
- legal risks and required-document checklist
- an agreed legal bid section, request or appeal
What we do
- review the questionnaire, deadlines and agreed document list
- separate verified facts from assumptions and define the legal objective
- Check the procurement identifier, procedure, stage, documents and amendments.
- Compare requirements with bidder records, authority, guarantees and performance conditions.
- Assess clarification requests, demands or appeals; recipient, form, deadline and fee depend on the procedure.
- Prepare agreed documents and contract comments. The bidder decides its price and commercial position.
What we need from you
- procurement link and identifier
- tender documents and amendments
- submitted bid and contracting-authority decision
- authority, experience and security records required by the tender
- answer focused follow-up questions and verify the factual information
- do not send a full set of sensitive documents before the conflict-of-interest check and agreement of a protected channel
Fees
- Fees depend on the facts and scope of support. After a short discussion, we explain what the work includes and its cost. Fees are agreed before work begins.
- A possible first stage is a written action plan: review of agreed documents, legal assessment, next steps, deadlines, risks and alternatives.
- Additional objectives, extensive materials and foreign-language documents are discussed separately.
- Court fees and other mandatory payments are separate from the lawyer's fee. Notarial, translation, valuation and expert costs are also agreed separately.
What may change the route
- objections or new claims from another party
- missing, inconsistent or newly received documents
- the need for valuation, expert evidence, a notarial or registration step
- existing court or enforcement proceedings, a missed or imminent deadline
When this service is not suitable
- asset sales, privatisation and enforcement auctions follow different rules
- support does not guarantee admission or an award; false records are not prepared
How we report progress
- we agree the communication channel before work begins
- we report receipt of materials, completion of the assessment, document readiness and the next required action
- where new facts or extra work arise, we first explain the effect on timing and fees and ask for your approval

Frequently asked questions
Does every request go to the AMCU?
No. The route depends on the procedure and stage. Statutory procurement complaints fall within the AMCU appeal mechanism.
What applies during martial law?
The Public Procurement Law and current special rules under Resolution No. 1178 must be checked for the specific procedure.
Can the contract be amended after award?
Permitted grounds and conditions must be assessed. The parties’ agreement alone does not override procurement restrictions.
