Defined legal service

Customs disputes and decision appeals

Legal assistance with customs valuation, goods classification, clearance refusals and other Ukrainian customs decisions, starting with the actual decision and shipment records.

The problem you need to resolve

  • you received a valuation adjustment or clearance refusal
  • customs requests further records or disputes the goods classification

What you receive

  • assessment of the decision and evidence gaps
  • an agreed document and further action plan

What we do

  • review the questionnaire, deadlines and agreed document list
  • separate verified facts from assumptions and define the legal objective
  • Distinguish a decision, information request and procedural notice to identify the response route.
  • Compare the contract, invoice, payment, shipping records and declarant explanations.
  • Review the reasons, evidence, appeal recipient and time limits.
  • Prepare the agreed response, appeal or claim; clearance and brokerage work are separately arranged.

What we need from you

  • customs decision and proof of receipt
  • declaration, contract, amendments and invoices
  • payment, shipping and relevant insurance records
  • customs requests, replies and broker records
  • answer focused follow-up questions and verify the factual information
  • do not send a full set of sensitive documents before the conflict-of-interest check and agreement of a protected channel

Fees

  • Fees depend on the facts and scope of support. After a short discussion, we explain what the work includes and its cost. Fees are agreed before work begins.
  • A possible first stage is a written action plan: review of agreed documents, legal assessment, next steps, deadlines, risks and alternatives.
  • Additional objectives, extensive materials and foreign-language documents are discussed separately.
  • Court fees and other mandatory payments are separate from the lawyer's fee. Notarial, translation, valuation and expert costs are also agreed separately.

What may change the route

  • objections or new claims from another party
  • missing, inconsistent or newly received documents
  • the need for valuation, expert evidence, a notarial or registration step
  • existing court or enforcement proceedings, a missed or imminent deadline

When this service is not suitable

  • customs brokerage and technical examination of goods are separate services
  • customs offence or criminal proceedings require a different defence procedure

How we report progress

  • we agree the communication channel before work begins
  • we report receipt of materials, completion of the assessment, document readiness and the next required action
  • where new facts or extra work arise, we first explain the effect on timing and fees and ask for your approval

Frequently asked questions

Can a valuation adjustment be challenged?

The Customs Code provides appeal routes. The decision and evidence determine the appropriate route and claim.

Is an invoice sufficient?

The whole record and the authority’s request require assessment; no single document is universally sufficient.

Does the advocate replace the broker?

No. Legal disputes and customs declarations are different tasks. Cooperation with the broker can be agreed.
